Another new UK procurement case from Northern Ireland. Interesting because of the 'due diligence' exercise carried out by the awarding Authority. See the UK page for details.
11th April
At last we have had a new UK procurement case as well as an interesting case on outsourcing. The procurement case concerns the rights of parties who are not 'economic operators' i.e. suppliers to challenge by way of Judicial Review. For more details see the UK  Page.
The second case involves penalties payable under service level agreements between a supplier and a public body. It is an interesting case as it concerns facilities management. See the Outsourcing Page for details.
1st March

It has been a desperately quiet time for developments in Public Procurement over the past month. However we have just had a decision from the EU Ombudsman which concerns a contested tender procedure. The complainant, a company doing business in the IT field, disagreed with the appraisal of its bid and alleged that the evaluation committee wrongly accepted a bid with variants, whereas variants were not allowed under the call for tenders.Read more on the EU Page.

The UK High Court has decided that, even though it is a public undertaking, Eurostar is not a contracting entity for the purpose of the Utilities Contracts Regulations 2006. See the UK page for more details

My name is Jack Hayward and I edit The Public Procurement Page. I originally  practised  as a commercial solicitor before becoming Head of Contracts and Procurement for the UK's largest regional railway company. 

Since 2006  and the implementation of the Public Procurement Regulations I have worked extensively with Public Authorities across the UK as a Public Procurement Consultant. In 2009 I was a member of the first intake of the EU/Asia Link Executive Programme in Public Procurement at the University of Nottingham a renowned centre of excellence in Public Procurement Law where in 2011 I attained the Post Graduate Diploma in Public Procurement Law and Policy.
 
I write and lecture on Public Procurement well as being a member of the Procurement Law Academic Network. 

I  also produce public procurement training programmes for Local Government Law TV  and I am a  contributor to Local Government Lawyer well as writing a regular column in Procurement and Outsourcing Journal.
